If a library board approves placing the sales tax on the ballot, the county commission is required to place the measure before voters; the tax takes effect only if approved by majority vote

The St. Louis City circuit court is added to the list of courts (alongside Jackson County and circuits reimbursing family court commissioner salaries) that may set civil case filing surcharges up to $20, compared to the $15 cap for other circuits

An expired provision allowing first classification counties with 101,000-115,000 inhabitants to impose an additional $10 court filing fee is repealed (had expired December 31, 2019)
