Establishes a "Parents' Bill of Rights" guaranteeing parents access to curricula, school records, information on third-party contractors, student data collection practices, and requiring 48-hour notification of safety incidents including assaults, weapons, drugs, or employee crimes

Mandates social studies curriculum include founding documents (Declaration of Independence, Constitution, Federalist Papers, first Lincoln-Douglas debate) and instruction on the Civil Rights Act of 1964 and 13th, 14th, and 19th Amendments

Allows school districts to prohibit male students from participating on female athletic teams if approved by district voter referendum, with the Joint Committee on Education required to study the policy's impact and report findings by January 1, 2028
