Debt obligations must be disclosed separately, including outstanding balances, issuance dates, repayment schedules, and debt service as a percentage of total expenditures

School districts must annually report legal services expenditures to the state; the Attorney General may investigate and bring civil action against districts that fail to report this information

The Department of Elementary and Secondary Education may withhold state aid from non-compliant districts and must establish a public complaint process and compliance dashboard
