Prohibits state department funds from being spent on "diversity, equity, and inclusion" or "diversity, inclusion, and belonging" programs, staffing, or initiatives that promote preferential treatment based on race, color, religion, sex, gender, sexual orientation, ethnicity, national origin, or ancestry

Funding prohibition applies specifically to initiatives promoting concepts that disparities result solely from oppression, collective guilt ideologies, intersectional or divisive identity activism, or limitations on freedom of conscience, thought, or speech

State departments may still follow federal and state employment and antidiscrimination laws, as well as comply with the Americans with Disabilities Act (42 U.S.C. Section 12101)

State departments cannot mandate, require, or incentivize private sector employers to implement prohibited DEI programs as a condition of receiving a state contract
