Repeals and replaces sections 162.081 and 162.083, RSMo, changing terminology from "lapsed" districts to districts with "suspended governing or managing authority" when classified as unaccredited

Increases special administrative board membership from a minimum of 5 to exactly 7 members, with specific qualification requirements including a certified teacher, principal, superintendent, two PTA-active parents, a professor of educational administration, and an accounting/finance professional

Requires elected school board members to serve as ex-officio non-voting members of the special administrative board, allowing participation in meetings but without voting power or quorum determination

Limits special administrative board authority to 3 full school years with a maximum one-time extension of 3 additional years, after which governance must return to the elected board—no additional extensions permitted

Mandates return to local governance no later than 6 full school years following appointment of a special administrative board, eliminating previous provisions allowing the state board to establish new districts within unaccredited territory
