When the automated driving system is engaged, it is legally considered the driver/operator for traffic law compliance purposes and is deemed licensed to operate the vehicle

Proof of insurance or self-insurance satisfying Chapter 303 requirements must be submitted to the Department of Commerce and Insurance before driverless operation on public roads

State preemption prohibits local governments from banning autonomous vehicles or imposing additional taxes, fees, or performance standards beyond state requirements; the Department of Transportation has sole regulatory authority
