Mandates educational institutions integrate antisemitism prohibitions into student, faculty, and employee codes of conduct, with penalties compliant with Title VI of the Civil Rights Act of 1964

Establishes a formal complaint and investigation process through Title VI coordinators, requiring institutions to address violations within 30 days or face referral to the U.S. Department of Education and Department of Justice

Prohibits discrimination based on race, ethnicity, national origin, sex, disability, religion, or marital status in admissions, classes, counseling, financial aid, and all educational programs, while protecting First Amendment rights and clarifying that criticism of Israel similar to criticism of other countries is not considered antisemitic
