Owners of 50% or more of land within a public water supply district may petition for expedited detachment if: no voters reside in the territory, no district water lines or facilities exist on the land, and no general obligation bonds are outstanding.

The expedited detachment process requires court filings, public notice in newspapers for three consecutive weeks, a public hearing, and a court decision within 120 days of petition filing.

Applies only to counties with charter government that have two or more public water supply districts in existence as of August 28, 2026, and are adjacent to a county adjoining an independent city (effectively targeting the St. Louis region).

Districts with outstanding federal debt must accept monetary gifts and apply them first toward paying off that federal debt; any person may tender payment toward the district's federal debt, which the board must facilitate.

Contains an emergency clause making the act effective immediately upon passage and approval, citing the need for Missouri to remain competitive in economic development.
