Contracts of $20 million or more awarded by the Commissioner of Administration require consent from both the House Budget Committee chair and Senate Appropriations Committee chair

Missouri Commission for the Deaf and Hard of Hearing must establish a statewide communication access services program, including a provider registry, training standards, scholarships, and financial assistance for interpreters, captioning, and other accommodations

Creates the Communication Access Services Fund in the state treasury to fund program manager salary, financial assistance, and scholarships, with moneys not reverting to general revenue at biennium end

Establishes the "Charity" program within the Department of Social Services to coordinate state agencies and partner organizations in helping participants achieve self-sufficiency through employment, housing, education, and basic needs support

Charity program participation is voluntary and open to Missouri residents who are U.S. citizens or permanent residents, at least 18 years old (or 16 if emancipated, or minors with parental consent)
