Expands eligibility for limited driving privileges to include travel to essential businesses (grocery stores, pharmacies, gas stations, post offices) and places of worship, in addition to existing allowances for work, medical treatment, school, and substance abuse programs

Requires applicants for limited driving privileges to demonstrate specific and necessary reasons for the privilege, including times, routes, and purposes of proposed travel, with the burden of proof on the operator

Grants courts and the Director of Revenue authority to impose restrictions on limited driving privileges including routes, schedules, and geographic limitations, and to revoke or modify privileges if the operator endangers others or violates conditions

Creates separate procedures for minor traffic violations: courts may (rather than shall) order license suspension, and suspension requires failure to appear on two court dates rather than one, with a 33-day notice period before suspension takes effect

Effective date of January 1, 2027, with provisions applying prospectively (not retroactively) to minor traffic violations
