Amends Section 108.240 to establish that once the election contest period under Section 115.557 expires without a contest being filed, all Chapter 115 election law conditions are automatically deemed complied with for bond issuance purposes

Changes election notice publication requirements from two publications (second week and one week before election) to publication within six weeks prior to the election

Expands the option for election authorities to mail legal notices directly to registered voters instead of newspaper publication, removing the previous limitation that restricted this option to jurisdictions with fewer than 750 registered voters and no qualified local newspaper

Requires that when election authorities use the direct mail notice option, they must also publish once in one or more county newspapers

Allows election authorities to exclude inactive voters (as designated under Section 115.193) from the direct mail notice requirement
