Defines eligible workforce housing as owner-occupied units costing up to $275,000 or rental units up to $200,000 to construct, excluding projects receiving federal/state low-income housing tax credits or community development block grants

Requires nonprofit organizations to begin qualified activities within 24 months of receiving funding or return grant funds; imposes civil penalties up to $5,000 for failure to file required annual reports by February 15
