Missouri would appoint one commissioner and one alternate commissioner from each congressional district to represent the state at an Article V constitutional convention, with at least one-third of commissioners required to be non-legislators.

Commissioners cannot be members of Congress, federal employees, federal contractors, or statewide elected officials, and must take an oath to follow instructions from the General Assembly.

A 10-member joint legislative committee (5 senators, 5 representatives) would recommend commissioner candidates, develop voting instructions, and have authority to recall commissioners who cast unauthorized votes.

Any vote cast by a commissioner outside the scope of the General Assembly's instructions or the state's convention application would be automatically void.

Commissioners must support a one-state-one-vote rule at the convention, and Missouri's single state vote would be determined by simple majority of its commissioners.
