Removes provisions that exempted multiple state funds from reverting to general revenue, allowing unexpended balances to transfer to general revenue under section 33.080 at the end of appropriation periods

Affected funds include the Workers Memorial Fund, State Document Preservation Fund, MO HealthNet Fraud Prosecution Revolving Fund, Coordinating Board for Early Childhood Fund, Arrow Rock State Historic Site Endowment Fund, Missouri Dairy Industry Revitalization Fund, Apple Merchandising Fund, Agricultural Product Utilization and Business Development Loan Guarantee Fund, and Manufactured Housing Consumer Recovery Fund

Requires the state treasurer to submit an annual report by December 31 detailing each state treasury fund with no disbursements during the preceding five-year period ending June 30, and whether remaining moneys have been transferred to general revenue

Transfers any remaining moneys in the Confederate Memorial Park endowment fund to general revenue as of June 30, 2027
