Bars payment card networks from requiring or incentivizing merchant category codes that distinguish firearm retailers from other retailers

Prohibits covered entities (credit/debit/prepaid transaction processors) from assigning firearm retailers a merchant category code that identifies them specifically as firearm sellers

Grants the attorney general exclusive enforcement authority, with violators receiving 30 business days written notice to cease violations before facing injunction proceedings

Establishes civil penalties up to $1,000 per violation for entities that purposely fail to comply with court injunctions after 30 business days
