Libraries must develop an appeals process with final decisions made by local elected officials, and digital materials can be removed or restricted at the title, issue, or article level

Digital library resources are prohibited from tracking or monitoring individual users' access to materials, including minors, for any purpose including personalization

Library employees, contractors, and volunteers are protected from termination, demotion, discipline, or retaliation for refusing to remove materials before completion of the formal review process
