Creates the "End Hospital Institutionalization Act" to address "boarding" of medically stable patients who remain in hospitals without medical justification because caretakers cannot ensure their safety or care outside the facility

Requires juvenile courts to immediately intervene and place children already under court jurisdiction in appropriate settings when hospitals report they are being boarded

Mandates juvenile courts take immediate custody of boarded children not currently under court jurisdiction to ensure proper placement and treatment

Requires the Department of Mental Health to provide case management and treatment without delay for boarded individuals diagnosed with developmental disabilities, serious mental illness, or substance use disorders

Obligates the state to reimburse hospitals for actual boarding costs or full allowable MO HealthNet costs (whichever is greater) for each day an individual remains boarded after notification to the juvenile court or Department of Mental Health
