Public institutions of higher education must accept existing disability documentation—including IEPs, Section 504 plans, ADA records, licensed professional evaluations, records from other colleges, or military service documentation—as sufficient to establish eligibility for accommodations

Institutions may establish less burdensome criteria than those specified in the bill to verify a student's disability status

Each institution must adopt a transparent policy explaining the accommodation eligibility process and disseminate this information to students, parents, and faculty in accessible formats, including at orientation and on public websites

The Coordinating Board for Higher Education may promulgate rules to implement the act, subject to chapter 536 requirements, with rules proposed after August 28, 2026 invalidated if legislative review powers are held unconstitutional
