Expands where outdoor advertising signs can be placed on unzoned commercial/industrial land along nonfreeway primary highways by allowing signs on the opposite side of the highway from qualifying commercial/industrial areas

Waives the $200 permit fee for landowners who own both the land where the sign is placed and the advertised business, provided the business is located within 750 feet of the sign

Waives the biennial inspection fee (currently $100) for landowners meeting the same ownership and proximity requirements

Narrows the restriction on "unzoned land" definitions to apply only to interstate and freeway primary highways, removing references to the federal-aid primary system and national highway system
