Bans government entities from purchasing, installing, or using automated license plate reader systems on public highways, or accessing plate data captured from vehicles on public roads

Exempts automated license plate reader systems mounted on vehicles occupied by peace officers from the restrictions

Exempts accessing or using captured plate data from third-party vendors operating under sections 303.420 to 303.440 (related to motor vehicle financial responsibility verification)

Defines key terms including "automated license plate reader system" as cameras combined with computer algorithms to convert license plate images into computer-readable data
