Creates new section 579.017 establishing the offense of possession of an abortifacient drug, including mifepristone (RU-486) or any drug used to induce an abortion, when possessed with intent to induce an abortion on oneself or another person

Creates the offense of delivery of an abortifacient drug for knowingly distributing, delivering, or possessing with intent to distribute such drugs to induce abortion in another person

Both possession and delivery offenses are classified as class C felonies

Provides an affirmative defense for both offenses if the person possessed or distributed the drug due to a medical emergency as defined in section 188.015
