Adds new offense prohibiting carrying a firearm openly or concealed within any city not within a county (applies specifically to St. Louis City, Missouri's only independent city)

First offense for violating the new St. Louis City firearm restriction is a class A misdemeanor; second or subsequent offenses are class E felonies

Exempts law enforcement officers, military personnel, judges, prosecutors, corrections officials, and other specified government personnel from the new restriction when acting in official duties

Exempts persons with valid concealed carry permits from the new restriction

Exempts transport of firearms in nonfunctioning or unloaded state when ammunition and weapons are not readily accessible
