Prohibits the manufacture, import, possession, purchase, sale, or transfer of assault weapons and large capacity magazines (over 10 rounds) in Missouri, classified as a class C felony

Defines "assault weapon" to include semiautomatic rifles with detachable magazines and features like pistol grips, folding stocks, or barrel shrouds; semiautomatic pistols and shotguns with similar features; and revolving cylinder shotguns

Exempts government officers, military members, peace officers acting in official capacity, and licensed manufacturers/dealers selling to authorized entities

Grandfathers individuals who legally possessed assault weapons or large capacity magazines prior to the effective date

Adds persons committed to state mental institutions at age 16 or older to the list of those prohibited from possessing firearms under existing unlawful possession statutes
