Requires disclosure stating "This [image/video/audio] has been manipulated or generated by artificial intelligence" to avoid liability, with specific size and placement requirements for visual and audio media

Establishes criminal penalties ranging from class B misdemeanor to class E felony for repeat offenders or those intending to cause violence, plus civil penalties of at least $1,000 for first violations up to $5 million for subsequent violations

Allows affected candidates to seek injunctive relief and permits private civil actions by any harmed individual

Exempts news organizations broadcasting with proper disclosure, broadcasters paid to air content (liability shifts to advertiser), interactive computer services hosting third-party content, and satire/parody
