Creates new offense of "consumption of marijuana in a public space" under Section 579.200 of Missouri law for knowingly consuming marijuana in unlicensed public locations

Classified as a Class B misdemeanor, punishable by up to 6 months in jail and/or a fine up to $1,000

Defines "public space" as any publicly maintained property or facility owned, leased, or controlled by the state or any political subdivision

Includes streets, alleys, highways, parks, buildings, and other government-owned physical assets

Exempts locations licensed or approved for marijuana consumption under Article XIV of the Missouri Constitution
