Effective for all tax years beginning on or after January 1, 2027

Department of Revenue required to promulgate rules for implementation, subject to Chapter 536 administrative procedures

Rulemaking authority and any rules proposed or adopted after August 28, 2026, become void if the General Assembly's rule review powers are held unconstitutional
