Prohibits all Missouri state departments from spending or allocating funds for "diversity, equity, and inclusion" programs, staffing, or initiatives that promote differential treatment based on race, color, religion, sex, gender, sexual orientation, ethnicity, national origin, or ancestry

Specifically bans funding for programs promoting concepts such as collective guilt ideologies, intersectional identity activism, limitations on freedom of speech/thought, or efforts to manipulate employee composition based on race, sex, color, or ethnicity

Exempts policies or training approved in writing by the attorney general for compliance with court orders or federal/state law, as well as compliance with the Americans with Disabilities Act

Prohibits state departments from requiring private sector employers to implement such DEI programs as a condition of receiving state contracts

Allows any person to report violations to the attorney general, who may file suit for a writ of mandamus to compel compliance
