Adds new section 620.514 authorizing the governor, in consultation with the Missouri Workforce Development Board, to approve eligible workforce training programs for federal workforce Pell grant eligibility

Programs qualify for approval if they prepare students for high-skill occupations (requiring postsecondary education/training), high-wage occupations (earnings above 150% of federal poverty level), or in-demand industry sectors

Requires the board to establish an application and appeals process for institutions seeking workforce Pell grant approval, and to coordinate with existing federal programs including WIOA and the Carl D. Perkins Career and Technical Education Act

Mandates that approved programs provide verifiable outcome data including completion rates, job placement rates, and earnings

Updates existing Missouri Workforce Development Board statutes (sections 620.511-620.513) to incorporate references to the new section 620.514
