Mandates human growth and development curriculum in all Missouri public schools covering human biology related to pregnancy, fetal development in the womb, a high-definition ultrasound video (minimum 3 minutes) showing early fetal organ development, and computer-generated animation of fertilization through birth

Requires instruction for grades 1-6 in an age-appropriate manner, with continuation for grades 7-8 in a developmentally appropriate manner

Makes completion of human growth and development instruction a graduation requirement for public high school students (grades 9-12), integrated into health or science education

Directs the Department of Elementary and Secondary Education to develop guidelines, materials, professional development programs, and resources for schools and teachers

Includes an emergency clause allowing the act to take effect immediately upon passage and approval
