Amends Section 59.310, RSMo to require all documents presented for recording (except plats and surveys) to contain specific information on the first page, including document title, date, grantors' names and marital status, grantees' names, statutory addresses, legal description, and reference book/pages

Establishes a tiered fee structure for recording survey and subdivision plats based on drawing size: $25 for 18" by 24" sheets, $50 for 24" by 36" sheets, and $60 for drawings exceeding 24" by 36"

Creates a new fee schedule for copying plats and surveys: $1 for 8½" by 11", $2 for 11" by 17", $5 for 18" by 24", $10 for 24" by 36", and $15 for drawings exceeding 24" by 36"

Allows documents not meeting format requirements to still be recorded for an additional $25 fee, deposited into the recorders' fund

Maintains existing exemptions from format requirements for documents signed before January 1, 2002, military separation papers, documents executed outside the U.S., certified copies, documents involving deceased or incapacitated parties, and court-formatted judgments
