Expands the definition of "customer-generator" to include corporations, LLCs, and other organizations in addition to individuals who own or operate qualified renewable energy generation units up to 100 kilowatts

Redefines "net metering" as a billing option that separately measures electricity supplied by the utility and electricity generated by the customer, rather than measuring only the net difference

Removes the prohibition on charging customer-generators additional standby, capacity, or interconnection fees, and creates a new rate option allowing utilities to recover fixed and demand costs not eliminated by customer generation

Requires customer-generators to reimburse utilities for distribution system upgrades needed to accommodate their generation facilities, and mandates that battery backup systems operate completely isolated from the utility's system

Adds new consumer protection requirements for sellers of generation units, including mandatory 5-day evaluation periods, energy efficiency audits, detailed written proposals with cost and savings projections, and proof of permits and financial security for maintenance and decommissioning
