Creates the "Lithium Battery Recycling and Safety Act" requiring all battery manufacturers and recyclers in Missouri to establish or join a nonprofit representative organization to implement a statewide battery recycling program

Covers lithium-ion rechargeable batteries rated 300-2,000 watt-hours and portable batteries for electronic devices, excluding medical device batteries, lead-acid batteries, motor vehicle batteries, and non-removable batteries

Requires the representative organization to submit a recycling program plan to the Department of Natural Resources for approval every five years, including collection rate goals, funding methods, and geographic distribution of collection sites

Prohibits disposal of covered batteries in household waste or recycling containers once the program is implemented; manufacturers and recyclers cannot operate in the state without participating in the program

Mandates annual reports to the department beginning June 1, 2028, including independent financial assessments, weight of batteries collected, collection rates achieved, and facility information
