Raises the age requirement for wearing U.S. Coast Guard-approved personal flotation devices from under 7 to under 12 years old on Missouri watercraft and in navigable public waters more than three feet deep

Expands coverage to include children wading or swimming in navigable public waters over three feet deep, not just those on watercraft

Violation for allowing a child under 12 to be without a flotation device in covered situations constitutes a class C misdemeanor

Exemptions apply when children are in fully enclosed portions of watercraft or when supervised by a lifeguard

Designates the provisions as "Hannah's Law"
