Entities registered with the Missouri Department of Health and Senior Services are exempt from drug paraphernalia distribution and manufacturing laws when operating syringe access programs or mitigating health risks from unsterile injection drug use

Syringe access programs cannot operate within 500 feet of any school building, unless the program was in operation before the school commenced operations

Amends sections 579.040 (unlawful distribution/delivery/sale of drug paraphernalia) and 579.076 (unlawful manufacture of drug paraphernalia) of Missouri Revised Statutes

Unlawful distribution or manufacture of drug paraphernalia remains a class A misdemeanor, or a class E felony if done for commercial purposes
