Transfers workforce development functions from the Department of Economic Development to the Department of Higher Education and Workforce Development by repealing sections 620.484, 620.490, 620.511, 620.512, and 620.513 and renumbering them as sections 173.2800 through 173.2865

Redesignates the Office of Workforce Development within the Department of Higher Education and Workforce Development as the state agency for administering the federal Wagner-Peyser Act and maintaining free public employment offices

Continues the Missouri Workforce Development Board with four-year gubernatorial appointments subject to Senate confirmation, requiring at least four meetings annually and an annual report to the governor and legislative leaders by January 31

Requires rules ensuring economically disadvantaged citizens receive opportunities for employment in new jobs created through coordinated state and federal job training programs

Grants the Department of Higher Education and Workforce Development authority to make grants to eligible entities under the federal Workforce Innovation and Opportunity Act using federal funds, general revenue, or other appropriated funds
