State departments must ensure all information technology purchases and major information resources projects are capable of being deployed and run on cloud computing services

"Major information resources project" is defined as any IT project exceeding $5 million that requires one year or longer to complete, involves more than one department, or substantially alters work methods or service delivery

"Cloud computing service" follows the definition established by NIST Special Publication 800-145 as it existed on January 1, 2015

Departments may exempt purchases from the cloud requirement if integration limitations with legacy systems, security risks, or costs make cloud deployment impractical

Adds new section 34.810 to Chapter 34 of Missouri Revised Statutes governing state procurement
