Creates the "Missouri Crime Victims Fund" in the state treasury to receive legislative appropriations and gifts, contributions, grants, or donations from public or private sources

Designates the fund as dedicated, meaning moneys remaining at the end of the biennium do not revert to the general revenue fund

State treasurer serves as custodian, may approve disbursements, and shall invest fund moneys with interest earnings credited back to the fund

Fund moneys must be disbursed to entitlement jurisdictions, eligible entities, or local governmental entities that qualify for victim assistance grants under the federal Victims of Crime Act (Pub. L. 98-473)

Recipients must use the funds for the same purposes permitted under federal Victims of Crime Act victim assistance grants
