Amends Missouri Supreme Court Rule 33.01 to give courts broader discretion to impose monetary bail conditions without first exhausting non-monetary alternatives

Requires courts to give "substantial weight" to four factors when setting release conditions: prior criminal convictions, prior failures to appear, nature and seriousness of the current charge, and known safety risks to the community

Removes current rule language requiring courts to first consider non-monetary conditions and to consider defendant's ability to pay before setting bail amounts

Establishes that court discretion in setting release conditions is presumed valid and cannot be overturned on appeal absent "clear abuse of discretion"
