Adds two new grounds for denying peace officer license applications or entry into basic training: applicants whose peace officer license was permanently revoked or surrendered, and applicants who are not U.S. citizens

Director may deny applications or grant them subject to probation when cause exists, with written notification of reasons and appeal rights required

Aggrieved applicants may appeal to the administrative hearing commission within 30 days; failure to submit written request within this timeframe waives appeal rights

Administrative hearing commission is prohibited from considering the severity of denial cause or any rehabilitation of the applicant when reviewing director's decisions

Amends Section 590.100, RSMo, renumbering existing subsections to accommodate the new denial grounds
