Counties that have adopted an alternative county highway commission may abolish it either by voter referendum or by a vote of the county governing body, adding a new abolition method beyond just voter approval

Removes the requirement that counties abolishing the alternative highway commission must automatically return to the standard county highway commission under sections 230.010 to 230.110

Counties that abolish the alternative county highway commission must choose between two options: the county highway commission (sections 230.010 to 230.110) or the provisions under sections 231.010 to 231.130
