Prohibits businesses from knowingly employing unauthorized aliens in Missouri and requires businesses seeking state contracts over $5,000, grants, or tax credits to affirm enrollment in a federal work authorization program through sworn affidavit

Expands contractor liability by making general contractors and subcontractors liable when they know or should have known their direct subcontractor violated unauthorized employment laws, removing the previous affidavit-based safe harbor

Grants the Attorney General investigative powers under sections 407.040 to 407.090 to investigate violations, seek injunctions, and pursue monetary damages equal to twice the wages paid to unauthorized workers

Requires the state to prove violations by preponderance of evidence that the employer "knowingly" employed unauthorized aliens, with courts authorized to enter judgments and award penalties

Repeals existing sections requiring the Attorney General to maintain a database of suspended businesses and eliminates the provision treating non-compliant municipalities as having adopted a "sanctuary policy"
