Expands Missouri's no-call list protections to include business subscribers in addition to residential subscribers, allowing businesses to register their phone numbers to block unwanted telemarketing calls

Defines "business subscriber" as a business that has subscribed to business telephone service, wireless service, or similar service primarily for business use

Prohibits telephone solicitors from calling business subscribers who have registered with the state no-call database maintained by the attorney general

Provides businesses the same enforcement remedies as residential subscribers, including the ability to sue for actual damages or up to $5,000 per knowing violation after receiving more than one unwanted solicitation within 12 months

Updates the deadline for the attorney general to develop educational literature about no-call rights from January 1, 2001 to January 1, 2027
