First offense carries a $10,000 fine and mandatory removal order; subsequent offenses constitute a class E felony with removal upon completion of prison term

Persons serving imprisonment may petition circuit court for early removal, which courts must grant absent aggravating circumstances

Removal orders must specify transportation method to a federal port of entry and designate the law enforcement officer or agency responsible for monitoring compliance

Authorizes any Missouri law enforcement officer to arrest or detain persons upon probable cause of violating the improper entry provision
