Prohibits the Department of Health and Senior Services from delegating its rulemaking authority to any official, agency, or other department through its promulgated rules

Prohibits the department from granting authority to make orders, rules, or regulations to any state or local administrative official

Preserves the ability of county health officers and local health authorities to enforce the department's rules and regulations and local ordinances under sections 192.280 and 192.290

Requires all department rules to be promulgated pursuant to section 536.024 and chapter 536
