Mandates consent from individuals depicted in AI-generated content mimicking their voice or likeness, with an exception for parody or satire, and requires a disclaimer stating the content does not reflect actual statements or actions

Requires AI developers and deployers to maintain encrypted usage logs for 7 years, including date/time, user identity, input prompts, and output descriptions, accessible to law enforcement only via warrant or subpoena

Establishes civil penalties enforced by the Attorney General: up to $5,000 for first violations, $25,000 for subsequent violations, $50,000 for failure to maintain logs, and $100,000 for knowingly producing unlabeled deepfakes

Effective January 1, 2027; directs the Department of Commerce and Insurance to establish an AI task force, launch a public awareness campaign, and promulgate technical standards within 180 days
