Establishes closed primary elections in Missouri beginning January 1, 2027, requiring voters to be affiliated with an established political party to vote in that party's primary election, with unaffiliated voters receiving a ballot containing only nonpartisan candidates and ballot measures

Imposes a 23-week waiting period before a voter's change in political party affiliation takes effect for primary election purposes, preventing last-minute party switches to influence primary outcomes

Requires candidates seeking nomination by a political party to be affiliated with that party as evidenced by voter registration no later than the 23rd Tuesday prior to the last Tuesday in February preceding the primary election

Prohibits individuals and groups from soliciting voters to obtain absentee ballot applications and bans prefilling information on absentee ballot applications before providing them to voters

Limits the option for small jurisdictions to cancel uncontested nonpartisan elections (where candidates equal positions) to special districts with 2,000 or fewer inhabitants, removing this option from cities, towns, and villages
