Requires all voting equipment to be "air-gapped" (physically isolated from any network or internet connection), with data transfer only possible via USB or removable media

Mandates election authorities canvass voter registration records every two years and investigate voters who have not engaged in voter activity within the preceding two calendar years (reduced from four years), with removal procedures for non-responsive voters

Requires General Assembly approval by concurrent resolution before any new federal election guidance can be implemented or federal election funds can be accepted/dispersed, with $5,000 fines for violations of guidance rules and fines equal to funds plus $1,000 for funding violations

Requires state agencies and election officials to notify the governor and General Assembly within five business days of any communication from the U.S. Department of Justice or other federal agencies regarding election laws or procedures
