Creates a voluntary "covenant marriage" option in Missouri requiring couples to sign a declaration defining marriage as between one man and one woman, complete at least 8 hours of premarital counseling from clergy or a professional counselor, and file notarized attestations with the recorder of deeds

Allows existing married couples to convert their standard marriage license to a covenant marriage without premarital counseling by filing a notarized declaration of intent

Requires couples in covenant marriages seeking dissolution to first obtain a legal separation, complete at least 40 hours of marital counseling, and wait at least 2 years before divorce can be granted

Limits grounds for covenant marriage dissolution to adultery, habitual drug/alcohol abuse, felony conviction with imprisonment, physical/sexual abuse or domestic violence, abandonment for 2+ years, or living separately for 2+ years without reconciliation

Requires the state to publish information about covenant marriage requirements and dissolution procedures on its website
