Creates the state offense of "improper entry by an alien" for anyone entering Missouri while in violation of federal law 8 U.S.C. Section 1325

Imposes a fine of $100,000 and mandatory order of removal to a federal port of entry for violations

Authorizes any Missouri law enforcement officer to arrest or detain individuals upon probable cause of improper entry

Allows courts to dismiss charges and issue removal orders in lieu of prosecution upon the defendant's request

Adds the new offense to Missouri's list of criminal activities subject to civil asset forfeiture under sections 513.600 to 513.645
