Amends sections 71.012 and 71.015 RSMo governing municipal annexation procedures for cities, towns, and villages in Missouri

Establishes that unincorporated areas are considered "contiguous and compact" for annexation purposes if they share at least 25% of the perimeter length with the annexing municipality

Prohibits municipalities from annexing unincorporated areas that are contiguous to any area the municipality annexed within the previous 24 months

Requires any municipality that annexes unincorporated land under section 71.012 to provide all municipal services to the annexed area

Narrows the population threshold for first-classification charter counties from "200,000 or more" to "more than 200,000 but fewer than 230,000" inhabitants for special annexation election procedures
